Why does the EU have an obligation to accept many asylum seekers?
Who's accountable for the results?

I’m trying to understand this in very simple terms, without getting lost in legal jargon. Why does the EU seem to have an obligation to take a certain number of asylum seekers, even in countries where the public strongly disagrees?
And more broadly, what is the main reason EU countries chose to set things up this way? I understand Europe has a complicated history, but lots of countries have dark histories anyways. For example, why not the UAE, but the EU should be the savior even though it ruins them in all aspects? I genuinely want to understand the “why” and the “who enforces it”.
